One of at least two pamphlets published on the issue of whether the future Soviet legislative system should consist of one or two chambers. The author, who argues against bicameralism, was Nikolai A. Kabanov (1864–1942), a Russian medical scholar, doctor, and Esperanto language activist. KVK and OCLC locate four copies, at Bayerische Staatsbibliothek, IISG, Paris-BULAC, and Helsinki University (the copy at Staatsbibliothek zu Berlin is marked a war loss).
